Organizations that wish to consolidate desktop systems into their datacenter and then allow users remote desktop access.

The problem being addressed
Organizations find supporting desktops, particularly those at partner locations or home offices, expensive to maintain and a security risk. Running applications on a central terminal server and then allowing remote desktop access to that server is a common solution, and ideal for non power users. However power users such as developers need more performance, data isolation, and control (remote reboot) than can be provided by a shared server solution.

The Terminal Server solution
Both Microsoft and Citrix have solutions to this problem that run applications from multiple users on a shared server and then have some form of access control in place that ensures that users only have access to their particular applications and data. As all the applications are sharing the same host then heavy loads placed on one application will affect all the other users, and if one application crashes so does the server and all users are affected. This is not a problem for well behaved applications but is clearly an issue for developers and QA.

The Leostream solution
Leostream's Hosted Desktop Connection Broker is a connection broker front-end for VMware's VirtualCenter. It provides the same access control that you would expect for a Terminal Server type solution but also includes support for dynamic tasks such as starting a VM when a user logs on, stopping it when they log-off, or picking a VM from a particular pool of VMs when that type of user needs a VM.
